How do I switch my keyboard format to the Finnish keyboard format?

I'm using the standard QWERTY keyboard right now and I DO know the alt codes to the � and the � letters but I think it's a real pain to stop and place my hands in a different place. If I can't switch the keyboard format for free, is it possible to "add" characters to keys I don't use like [ and ]?
