I cannot remember the name of this cool 90s childrens TV series.?

It was set in a very dark dystopian world, UK slightly in the future. I forget much of the storyline, but it was centred around 7 leaders or chiefs of a shadowy underworld. One of these was a fat woman clad in black leather who wielded an uzi. As you can tell I didnt see much of it, but the little I saw stuck in my memory strongly.
