How would this theory work?

Nietzsche's cosmological theory of eternal recurrence states that the universe is finite and all the matter that comprises it is constantly change its state by participating in evolving and degenerating and time is also infinite. The question that i am asking then is does time also have to be non-linear but cyclical and does times arrow also have to be cyclical?
