What does this mean? please help!!!?

It reads as to mean that the laws ped by the State of New York, which granted exclusive rights to those two fellows to use steamboats, are in conflict with the laws ped by Congress, and because laws of Congress are ped under the Constitution, they prevail or have precedence over laws of a State...so in a nutshell, the laws ped by the State regarding navigation must not conflict with the laws of Congress because Congress has a higher power to regulate navigation...it has to do with the hierarchical separation of powers and jurisdictions of individual states versus those of the Nation...something like that...
