What is wrong when a muscovy has been sitting for 40 days since last egg was laid and nothing has hatched?

This is Miss Daisy's second time to lay eggs. She hatched 17 ducklings in June and 11 survived. Something is wrong this time. A few times when the weather turned chilly she left them uncovered for about 30 minutes. Will she eventually abandon the nest if none hatch?
